&lt;p class="MsoNormal"&gt;&lt;span&gt;Kroes says that the Digital Single Market cannot be completed, and the goal of fast broadband for all Europeans cannot be reached, without CEF&amp;#8217;s financial instruments being deployed at EU scale. &lt;span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;The special nature of CEF&amp;#8217;s European Investment Bank supported financial instruments mean it &lt;em&gt;&amp;#8220;isn’t a donation, it&amp;#8217;s a loan.&lt;span&gt; &lt;/span&gt;&lt;strong&gt;Every Member State will get back more total investment than they put in. &lt;p class="MsoNormal"&gt;&lt;a name="bkmkstart" id="bkmkstart"&gt;&lt;span&gt;Europe&amp;#8217;s best young scientific minds met in Bratislava today for the 24&lt;sup&gt;th&lt;/sup&gt; annual Awards Ceremony for the EU Contest for Young Scientists (EUCYS). The top three prizes went to teams from &lt;strong&gt;Ireland, Poland and Austria&lt;/strong&gt; for projects in Physics, Chemistry and Engineering. Runners up were also recognised for their projects in areas as diverse as Physics, Computer science, Mathematics, Social sciences and Biology. &lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;The second prize winners include:&lt;strong&gt; Switzerland, Germany and Denmark &lt;/strong&gt;and the &lt;strong&gt;t&lt;/strong&gt;hird prize winners: &lt;strong&gt;Estonia, Poland&lt;/strong&gt;&lt;/span&gt;&lt;strong&gt;&lt;span&gt;and Belarus. &lt;/span&gt;&lt;/strong&gt;&lt;span&gt;This year, &lt;strong&gt;Canada&lt;/strong&gt; won the International Prize for contestants from outside the EU with a project in Environment. You will get &lt;strong&gt;maps, email, photos and social networks at less than half the roaming price you are paying today&lt;/strong&gt;. Prices for voice calls and SMS also fall – to lower than typical domestic rates in some Member States.&lt;/span&gt;&lt;/p&gt;
&lt;p class="body1"&gt;&lt;span&gt;That’s &lt;strong&gt;saving of €200 euros for a family on a holiday abroad, and around €1000 euros for a regular business traveller&lt;/strong&gt;. &lt;/span&gt;&lt;span&gt;Overall, consumers will be &lt;strong&gt;saving €15 billion in the next year&lt;/strong&gt; on roaming services compared to 2007 prices.&lt;/span&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="body1"&gt;&lt;span&gt;This does not mean companies will be losing revenue. &lt;strong&gt;Revenue is not falling because of this regulation&lt;/strong&gt;, and that’s a fact. Why? Because with each price cut fewer and fewer people are scared to use their phone abroad. &lt;/span&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="body1"&gt;&lt;span&gt;In fact smart companies making price offers below new caps. They know this will encourage more people into the mobile internet market – the most profitable market. So &lt;strong&gt;the Commission says to companies: don’t complain, just follow the data&lt;/strong&gt;. That&amp;#8217;s where the money is. &lt;/span&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="body1"&gt;&lt;span&gt;&lt;strong&gt;We also remind consumers to choose data offers carefully&lt;/strong&gt;. For example, agreeing to pay 2 or 3 euros a day for unlimited data roaming is a great deal. But you will pay whether you use the data or not. Even the mobile industry hates and fears roaming charges, if the people at the world&amp;#8217;s largest mobile event - Mobile World Congress - are anything to go by. Key quotes:&lt;/p&gt;
&lt;p&gt;&amp;#8220;&lt;em&gt;We probably have two-thirds of the people here who have turned off their data, because they&amp;#8217;re scared to death of the roaming prices, and we&amp;#8217;re talking about people from the telecom world!&amp;#8221;&lt;/em&gt; noted Jeff Gordon, chief executive of Syniverse, which deals with roaming issues for 700 mobile operators across the world.&lt;/p&gt;
&lt;p&gt;According to Syniverse, out of 75 million people who travel to another country in a month, close to 70 percent never use the data service and half make no calls at all. Analyst firm Greenwich Consulting estimates that data roaming alone is an untapped 1.5 billion euro business in Europe alone.&lt;/p&gt;
&lt;p&gt;&amp;#8220;A smartphone is a great travelling companion and data services should be kept on rather than turned off, as they are today,&amp;#8221; said Magnus Rehle, director of the consultancy.&lt;/p&gt;
&lt;p&gt;&amp;#8220;The prices of international roaming have got to come down. &lt;p&gt;&lt;span&gt;&lt;em&gt;&amp;#8220;We need to cut the cost of broadband roll-out. A study we released yesterday shows that €110 billion a year could be generated – more than 0.8% of GDP if the internal market for electronic communications were completed.&amp;#8221;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span&gt;European Commission Vice President Kroes and Luigi Gambardella, Executive Board Chairman of European Telecoms Network Operators (ETNO) have issued a statement on their shared commitment to EU ICT research, following a meeting in Brussels today&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;em&gt;&lt;span&gt;&amp;#8220;Information and Communication Technology is responsible for half of Europe&amp;#8217;s productivity growth and a quarter of our GDP growth.&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;ICT is therefore at&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;the heart of our economy.&lt;/span&gt;&lt;/em&gt;&lt;span&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;em&gt;&lt;span&gt;ICT&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;research and development also plays a large and growing role&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;in overall European research&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;– constituting already&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;25% of business R&amp;amp;D.&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;In the recent past, an initial&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;€120 million EU investment enabled today&amp;#8217;s 3G&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;mobile&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;market&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;-&lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt; &lt;/span&gt;&lt;/em&gt;&lt;em&gt;&lt;span&gt;now worth €250 billion.&lt;/span&gt;&lt;/em&gt;&lt;span&gt; &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&amp;#8220;Message to Vittorio and Vodafone: I call your bluff, and indeed do not respond well to threats. I take the side of the Vodafone customer. And I remind everyone that we want to get the mobile sector more spectrum and a bigger market. A fair competition in roaming is a good exchange for those opportunities. Remember, if consumers lose their fear of using their smartphones and tablets when travelling across Europe, operators will benefit as well.&amp;#8221;&lt;/p&gt;
